IRCTC: Mandate digital billing to stop pantry car staff from overcharging passengers.
The ask
Implement 100% mandatory digital billing (with QR codes) for all pantry car sales to eliminate cash overcharging.
Permanently ban vendors caught refusing a receipt or intimidating passengers who ask for one.
Display the "No Bill, Your Meal is Free" policy clearly inside every passenger coach, not just in the pantry.
What happened
I was traveling by train and ordered a standard meal with an actual price of ₹70-₹80. The pantry vendor demanded nearly double the amount and flatly refused to provide a bill, stating "no receipt available."
I immediately filed a complaint on Rail Madad (139). Once the complaint was registered, the vendor panicked and came back begging me to cancel it, proving he knew he was breaking the rules. While the complaint worked for me, the systemic issue remains: passengers are subjected to this daily harassment because IRCTC allows vendors to operate without mandatory digital billing. Passengers should not have to fight for basic transparency or act as vigilance officers just to buy a meal at the correct price.
